in any activity: 62.3% (0-99% FPL), 57.7% (100-199% FPL), 45.0% (200-399%
FPL), 38.6% (400%+ FPL). Emotional or behavioral difficulty: 60.8% (0-99%
FPL), 48.7% (100-199% FPL), 36.4% (200-399% FPL), 29.5% (400%+ FPL). *Federal
Poverty level. In 2005, the HHS poverty guidelines defined 100 percent
of poverty as $19,350 for a family of four.
