Project Description

The Maternal, Infant, and Early Childhood Home Visiting (MIECHV) Program supports the delivery of coordinated and comprehensive high-quality and voluntary early childhood home visiting services to eligible families living in at-risk communities. The Health Resources and Services Administration (HRSA), which administers this program in partnership with the Administration for Children and Families, funds states, territories, and tribal entities to develop and implement evidence-based programs that best meet the needs of their communities.

Project Description

The number of Children and Youth with Special Health Care Needs (CYSHCN) is unknown on Guam because they are not tracked until they attend school, usually when they are three to five years old. There were 1,969 children, ages 3-21 years old, enrolled in Special Education Programs in the Guam Department of Education during school year 2016-2017. This does not take into account children attending private schools or are home-schooled. The number of CYSHCN accessing services is relatively low in comparison based on the numbers reported by various early childhood programs servicing the CYSHCN community including the Head Start Program and Guam Early Intervention System.

Project Description

Implementation of sustainable EMSC system to provide quality healthcare for children and families, including children with special health care needs; and to provide immediate life-saving EMS services for all children on the island through properly trained pre-hospital and emergency department providers. Guam is behind in most areas of the EMSC performance measures.
