Project Description

Montana is a rural, frontier state with a very low population density. Families in remote areas do not have easy access to local community resources and specialized pediatric providers. Families accessing specialized care at a children's hospital may travel 300 miles or more, sometimes in dangerous winter weather. Nearly 25% of Montana's population are families that are estimated to live below 150% poverty threshold. Montana has struggled to maintain a consistent structure for partnership among families, community service and health care providers, and state agencies. There is a maze of programs with different eligibility requirements, policies and procedures. The previous F2F did not share any information with the current F2F to continue programs or relationships.

Project Description

The number of Montana children in foster care has more than doubled since 2011; out of more than 3,200 children in foster care in 2016, 64% were removed from the home for reasons related to parental substance abuse. Among Medicaid patients, the percentage of infants with perinatal drug exposure increased from 3.7% in 2010 to 12.3% in 2016. Increasing numbers of children exposed to abuse and neglect and growing perinatal drug exposure are outcomes of a deep and growing public health problem of behavioral health disorders in Montana. Across the state, substance use and mental illness consistently top the list of public health concerns identified in community health assessments.

Project Description

The purpose of this project is to develop, enhance and expand Montana MCH data capacity for needs assessment and performance measure reporting. The specific goals are: (1) Build and expand Montana’s MCH data capacity; (2) Development and utilization of linked information systems; and (3) Conduct program evaluation to determine the contribution of the NPMs on MCHBG mandates. This grant allows for the following outcomes: (1) Data-driven Needs Assessment; (2) Ongoing assessment of MCH health and program practices; (3) Increasing the Bureau’s ability to select and track NPMs, SPMs and ESMs that align with the MCHBG priorities; (4) Timely submission of all datasets/applications/reports; (5) Increase data linkages to inform MCH program practices; (6) Increase direct, ongoing access to standard datasets; (7) Increase dataset tracking and updates; (8) Conduct activities associated with state-specific goals; and (9) Develop data-driven products to improve MCH outcomes.

The goal of the Early Hearing Detection and Intervention Program is to support the development of state and territory programs and systems of care to ensure that children who are deaf or hard of hearing are identified through newborn, infant, and early childhood hearing screening and receive diagnosis and appropriate early intervention to optimize language, literacy, cognitive, social, and emotional development.

Project Description

The Maternal, Infant, and Early Childhood Home Visiting (MIECHV) Program supports the delivery of coordinated and comprehensive high-quality and voluntary early childhood home visiting services to eligible families living in at-risk communities. The Health Resources and Services Administration (HRSA), which administers this program in partnership with the Administration for Children and Families, funds states, territories, and tribal entities to develop and implement evidence-based programs that best meet the needs of their communities.

Montana faces a shortage of mental health providers across the state. Those who work with children and youth are scarce and families often travel hundreds of miles to receive care. Montana has a high rate suicide across all age groups including children and adolescents.
