Questions

We just became aware of this funding opportunity and missed the letter of intent deadline. Does this mean we are not able to submit an application?

Letters of intent are not required to submit an application. Choosing not to submit a letter of intent will not affect the competitiveness of your application.

Does this funding opportunity restrict multiple investigators or co-PIs?

Co-PIs are allowable. However, please note that HRSA will only identify one as the primary investigator.

I’m having trouble finding the full funding opportunity announcement on grants.gov. How do I access it?

Use Search Grants on grants.gov to access the funding opportunity announcement.

Type: HRSA-21-080 into either the Keywords or Opportunity Number field. Emerging Issues in Maternal and Child Health will appear. Select the HRSA-21-080 link to view the notice.

  • Go to the “Package” tab.
  • Select "Preview.”
  • Select "Download Instructions."

My organization is a university – are we eligible to apply?

All domestic public and private entities are eligible to apply, including Indian tribes and tribal organizations. Domestic faith-based and community-based organizations are also eligible to apply.

Are there previous funding announcements and funded projects I can reference or this a brand new program?

This is a brand new program and there are no previous funding announcements.

Can an organization submit a proposal to work with multiple states that have the same emerging issue?

Yes, and all applications should clearly describe the projects’ geographic scope. Please note that multiple applications are not allowed and all applications should be submitted under one DUNS number, also known as the Unique Entity Identifier. Please refer to the NOFO for additional guidance and email emergingissuesmch@hrsa.gov if you have additional questions.

Is collaboration with state departments of health/other state agencies required, or only recommended?

All projects are expected to develop meaningful partnerships with relevant stakeholders to inform their project’s development and implementation. This includes your state Title V agency, state/local health departments, members of the MCH populations affected by your emerging issue, etc.

Can you point us to where to find our state’s needs assessment?

Please visit the State Application/Annual Report page at MCHB’s Title V Information System to download your state’s report which includes the 5-year needs assessment. Use Appendix B in the NOFO as a guide to explore other helpful website features.
