FAQ: Supporting Fetal Alcohol Spectrum Disorders Screening and Intervention (SFASDSI)

What is the date that funded projects will begin work?

The expected start date is September 1, 2024, with a planned five-year period of performance through August 31, 2029. Continued support beyond the initial budget year will be contingent upon factors including the appropriation of funds, satisfactory progress towards project objectives, and a determination that ongoing funding aligns with the government's best interests.

Can Federal Indian Health Service sites apply for these?

Yes, Federal Indian Health Service sites are eligible to apply. Additionally, all domestic public or private, nonprofit, and for-profit entities are eligible. This includes institutions of higher education (both public and private), nonprofit entities with IRS status, private for-profit entities including small businesses, and various public entities such as state and local governments. Tribes and tribal organizations, including Native American tribal governments and tribal organizations, are also eligible to apply.

Do we need to submit the Indirect Cost Rate Agreement (if applicable), and if so, does it count towards the page limit?

Yes, submit the Indirect Cost Agreement as an attachment and clearly label it as such. The organization's approved indirect cost rate agreement is not counted towards the page limit.

For the FY24 FASD NOFO, what are the requirements for including indirect costs in our proposed budget?

For this funding opportunity you may determine indirect costs using one of two methods:

Method 1 – Federally approved rate. Use the rate from your organization’s most recently approved federally negotiated indirect cost rate agreement.

Method 2 – De minimis rate. Per 45 CFR 75.414(f), if your organization does not have a federally negotiated indirect cost rate agreement, you may elect to charge a de minimis rate of 10% of modified total direct costs (MTDC). See 45 CFR 75.2 for the definition of MTDC. You can use this rate indefinitely. If you use this rate, you must use it for all federal awards unless you negotiate for a rate.
